Publication Fees and Waiver Policy

Article Processing Charges (APCs)

Bulletin of Education and Language is an open-access journal. To support editorial operations and ensure sustainable publishing, an Article Processing Charge (APC) is applied only after a manuscript has been accepted for publication.

The APCs are structured based on the World Bank country income classification:

  • 1. Authors from High-Income Countries: USD 270
  • 2. Authors from Upper-Middle-Income Countries: USD 190
  • 3. Authors from Lower-Middle-Income Countries: USD 130
  • 4. Authors from Low-Income Countries: USD 70

Article Submission Charges

Bulletin of Education and Language does not charge any submission fee. Authors are required to pay the APC only after the manuscript has been successfully peer reviewed, accepted, and approved for publication.

Publication Fee Waiver Policy

Bulletin of Education and Language is an independent international journal and does not receive funding from governments, institutions, or external agencies. All journal operations are supported through Article Processing Charges (APCs), which cover editorial handling, peer review, manuscript processing, copyediting, online hosting, digital preservation, and indexing.

To support equity and accessibility in scholarly publishing, the journal may grant partial APC waivers (typically 30–40%) in justified cases.

Waiver Conditions

  1. Authors facing genuine financial hardship may apply for a waiver;
  2. Priority is given to authors from low-income, middle-income, and developing countries;
  3. Waivers are limited to one or two manuscripts per author per year;
  4. Waiver decisions are made independently of editorial and peer-review processes.

Requests and Fees

Waiver requests must be submitted before payment and addressed to the Editor-in-Chief at bel@standoutpress.org. Approval of a waiver does not influence peer-review outcomes.

Authors are responsible for any transaction-related charges (e.g., bank transfer or payment service fees).

Other Fees

The Article Processing Charge (APC) covers all publication-related costs, including editorial processing, language editing, color figures, page charges, submission or membership fees, and online publication. No additional or hidden fees are charged at any stage of the publication process.
